Feb. 11, 2019

What a difference a month makes. A month ago there was standing room only at the Jan. 14, 2019 meeting of the Westminster mayor and Common Council. Monday, in the middle of the snow storm, there were less than 10 folks in the audience and the meeting lasted 15 minutes. I am not quite sure if that is a record or not – but if it is not a record, it is close to it.

The weather was bad. It had snowed and rained freezing rain for the last 24-hours. Most of staff did not attend the meeting – as per the request of Ms. Matthews.

Suzanne is a native of Westminster and was first elected to the Westminster City Council in May 1995, on which she is currently chair of the Committee on Economic Development & Community Affairs and vice-chair of the Committee on Finance. Suzanne also serves as the Council's Liaison to the Planning and Zoning Commission and Council of Governments.

Suzanne is a graduate of the Women’s Hospital Nursing School (now GBMC), University of Baltimore and holds masters degree from Western Maryland College.

She participated in Leadership Carroll and Leadership Maryland, Class 1996 and is a former member of the following: Nurse Practice Issues Committee of the State Board of Nurses, past District President of the Maryland Nurses Association, Governor’s Board of Drug Abuse Prevention and the Anne Arundel County Executive Board of Health Cost Review. Suzanne is active in the community as Past Board President of Carroll County Rape Crisis Intervention Services, St. John’s Roman Catholic Church Parish Council, Greater Westminster Kiwanis Club and Vice Chair of Westminster Women’s Club.

Suzanne retired from 32 years State Service and has worked or volunteered in Long Term Care. She is an Academy of Excellence in Local Governance Fellow. Her council term expires in May 2007.

Growing up in Westminster in the 1950s, I only recall the curfew from the fact that at 10 PM, the bell in the clock tower on top of the old firehall would ring.

Of course, I had my own curfew – my Mom’s – and to be certain that is all that was needed in my family.

Westminster’s curfew law, which if I am not mistaken was enacted around 1947(?,) has long since been an anachronism, quite unconstitutional and ultimately totally unenforceable.

So much so that I sure dislike the city going to the expense of taking it off the books. It has not been used in decades… Whatever.

Westminster has a curfew, but maybe not for long.

Although not enforced recently, a juvenile curfew of 10 p.m. to 30 minutes before sunrise has been in place for decades. It hasn’t been enforced because it was deemed unconstitutional.

After public criticism during the previous two Westminster Common Council meetings about not enforcing the curfew, the city may invalidate the law for good.

Following a discussion initiated by Mayor Thomas Ferguson, the Common Council instructed the city attorney to draft a document detailing what would be required to repeal the curfew laws.

Ray D. Riley, 86, Of Westminster

Ray D. Riley, 86, of Westminster, died Saturday evening, April 23, 2005, at Copper Ridge in Sykesville.

Born March 6, 1919, in Adams County, Pa., he was the son of the late Norman E. and M. Alice Martin Riley. He was the husband of Lalia Scott Riley, whom he married on November 9, 1941.

He graduated from Emmitsburg High School in 1935 and was a 1937 graduate of Blue Ridge College in New Windsor. He then was employed as a manager of Westminster Cooperative Poultry Products Auction.

In November 1942, he enlisted in the U.S. Navy, 76th Naval Construction Battalion (Seabees), serving in the Pacific Theatre until the end of World War II.

Upon his return home, he joined Beacon Steel Products Co. of Westminster, retiring as vice president of sales in 1984.

He was a 63-year member and former deacon of St. Paul's United Church of Christ, Westminster, and served on the Westminster City Council from 1969 to 1983, serving as police committee chairman.

He was a life member of Westminster Kiwanis Club, joining in 1946, and serving as past president and Lt. Governor in the Capitol District and was named George Hixon Fellow in 1999.

He was also a member of the Forest and Stream Club of Westminster, Door to Virtue Masonic Lodge No. 46, the Boumi Temple Shrine, the Western Maryland Shrine Club and the Scottish Rite.

He was also a member of the American Legion Carroll Post No. 31 and VFW Molleville Farm Post No. 467.

Surviving, in addition to his wife, are son and daughter-in-law Arthur and Vickie Riley of Westminster; daughters and sons-in-law Janet and Allen Colburn of New Windsor and Marjorie and Frederic Lohnes and Donna Riley of Westminster; sister Della Riley Rasmussen of Carroll Lutheran Village; grandchildren Keith and wife Lisa Colburn of Ellicott City, Amy and husband Theodore Cook of Severn, Aileen Riley of Rockville, Kimberly Riley of Odenton and Eric Lohnes and Kevin Riley, both of Westminster; and great-granddaughter Elizabeth Cook.

He was predeceased by an infant brother, Ernest M. Riley.

A graveside service will be held at 9:30 a.m. Wednesday at Westminster Cemetery, followed by a memorial service at 11 a.m. at St. Paul's United Church of Christ, Westminster, with his pastor, the Rev. Terri L. Young, officiating.

The family will receive friends from 3 to 8 p.m. Tuesday at the Myers-Durboraw Funeral Home, 91 Willis St., Westminster, and prior to the service at the church on Wednesday. A Masonic service will be held at 8 p.m. Tuesday at the funeral home.

She is a native of Westminster and was first elected to the Westminster City Council in May 1995, on which she is currently chair of the Public Works Committee and vice-chair of the Committee on Finance.

Suzanne also serves as the Council's Liaison to the Historical Society of Carroll County.

Suzanne is a graduate of the Women’s Hospital Nursing School (now GBMC), University of Baltimore and Western Maryland College graduate.

She participated in the Leadership Maryland, Class 1996 and is a former member of the following: Nurse Practice Issues Committee of the State Board of Nurses, past District President of the Maryland Nurses Association, Governor’s Board of Drug Abuse Prevention and the Anne Arundel County Executive Board of Health Cost Review.

Suzanne is active in the community as a Board of Trustees, and Vice Chair, of the Carroll County Rape Crisis Intervention Center, Vice President of the Greater Westminster Kiwanis Club and a Board Member at Large for the Women in Government Services (WINGS).

She is past President of the St. John’s Roman Catholic Church Parish Council.

Her term expires in May 2003.

Kevin, age 45, is a Westminster native who lives on Uniontown Road with his wife, Caroline Babylon.

He was elected to the Westminster City Council in May of 1999. He chairs the Solid Waste Management Committee, serves on the Public Improvements Committee, Personnel Committee, and is the Parks Board Liaison. 

Kevin, a self-employed artist who has been exhibiting art since 1981, has been in business for himself as a landscape designer, horticulturist, and nurseryperson for 25 years.

In the past, Kevin has taught design and horticulture classes at Carroll Community College and has served on a number of state and county advisory boards including; the Carroll County Landscape Manual Committee, the Maryland Department of Natural Resources Forestry Board and the Carroll County Environmental Affairs Advisory Board.

He is an active member of Grace Lutheran Church, the Westminster Road Runners Club and a volunteer with the 4-H Therapeutic Riding Program of Carroll County.

CITY OF WESTMINSTER, MARYLAND
July 8, 1996

QUORUM:

A meeting of The Mayor and Council was held in the City Hall Council Chambers on the evening of July 8, 1996, at 7:00 p.m.

Mayor Yowan; President Calwell; Council Members Albert, Chapin, Halstad and Pecoraro; Department Heads Beyard and Dutterer; Major Austin; and City Attorney Walsh, were present.

MINUTES:
The Minutes of the meeting of June 10, 1996, were approved as presented, on Motion of Mr. Pecoraro, seconded by Mr. Halstad and duly passed.

CONSENT CALENDAR:
On Motion of Mr. Pecoraro, seconded by Mrs. Albert and duly passed, the Consent Calendar was approved, consisting of May Departmental Operating Reports, and … ? …

BIDS:
Bare Truck Center, Inc., shall be awarded the Street Department Dump Truck Bid, on Motion of Mr. Pecoraro, seconded by Mr. Halstad and unanimously passed, based on their bid of $57,256.00. No other dealers submitted bids on the vehicle.

On Motion of Mrs. Albert, seconded by Mr. Halstad and unanimously passed, the Annual FY 1996-97 Roadway Paving Contract was awarded to Charles J. Miller, based on their low Base Bid of $137,512.50.

REPORTS FROM MAYOR:
Advised that R. Wayne Barnes, of Barnes-Bollinger Insurance Services, Inc., has consented to fulfill the remaining non-City position on the Westminster Town Center Board of Directors.

Noted the following arrangements in connection with the arrival of the Baltimore Ravens at Western Maryland College on July 15, 1996: daily shuttle-bus service to transport fans will be provided, the cost there of to be equally shared by the City and County; additional weekend shuttle service will be provided by the Maryland State Department of Transportation MTA buses; due to scheduling conflicts not allowing the participation of the Raven team members, the welcoming parade will not be held. An expenditure of up to $3,300.00 was authorized, from Unappropriated Surplus funds, on Motion of Mr. Pecoraro, seconded by Mr. Halstad and unanimously passed, to pay for the estimated one-half of the cost of daily shuttle-bus service.

REPORTS FROM COUNCIL MEMBERS:
Mr. Halstad commented favorably on the Music of the Shirelles, the first of the "A Month of Sundays Summer Concert Series" held on the City Playground; and further noted the interest shown by the Carroll County Public Library in utilizing the Post Office building when it is vacated in the future.

ORDINANCES:
The final enactment of Zoning Ordinance No. 612 was Moved by Mr. Pecoraro, seconded by Mr. Chapin and unanimously passed. Adoption of the Ordinance constitutes favorable action on Zoning Ordinance Text Amendment No. TA 95-3, applied for by Taneytown Bank & Trust Company, to allow construction of a local bank branch.

NEW BUSINESS:
Mr. Thomas K. Ferguson, General Campaign Chair of the Westminster Fire Department Building Fund, presented a status report on the volunteer efforts to raise $1,530,000.00, to fund relocation of their operations to the new John Street site. One hundred community volunteers have solicited $725,000.00 in pledged contributions to date. Mr. Ferguson requested a donation from The Mayor and Council, which was referred to the Finance Committee for further deliberation.

The Legislative Body pledged their financial support of the building program, in recognition of the firefighters' valuable service to the community.

Mr. Robert Cumberland requested the use of the Diffendal Parking Lot, by the Westminster Fire Department, to host the Cumberland Valley Firefighters' Convention on August 23 and 24, 1996.

Thereafter, on Motion of Mr. Halstad, seconded by Mr. Pecoraro and unanimously passed, the request was granted, to include the all-day use of the Parking Lot on both days, and a parade to be held on Saturday, August 24th.

Town Planner Tucker presented the Third Amended Development Plan of the Carroll Lutheran Village subdivision. The Plan basically adds fifteen acres to the overall site, to accommodate the construction of additional Assisted Living facilities and Cottage Residences; and reaffirms the validity of previous agreements relating to the extension of Luther Drive and upgrading and improvements to Bell Road.

Thereafter, on Motion of Mr. Chapin, seconded by Mr. Pecoraro and unanimously passed, the Third Amended Development Plan of Carroll Lutheran Village was approved. Carroll Lutheran Village officials Geary Milliken, Terry Snyder, and Roy Chiavacci were present at the meeting.

CITIZEN COMMENTS:
Downtown property owner, David Max, requested to purchase fifteen temporary parking permits, for use of up to one year, on the metered Babylon Parking Lot.

The permits are for the benefit of American Red Cross employees that occupy the Winchester West building located at 56 West Main Street, and owned by Mr. Max. The parking permit request was referred to the Public Improvements Committee. Greater Westminster Development Corporation Executive Director, Douglas Mathias, distributed entries for "The Welcome Ravens Window Contest" promotion. Best judged business window with a football theme will be awarded free tickets to a Ravens' home game.

ADJOURMENT:

Council President Calwell adjourned the meeting at 8:15 p.m.
