Two well-paying blue-collar employers in Washington County are shuttering their businesses, adding to the woes of this Western Maryland county that already has a jobless rate among the highest in the state.

The soaring unemployment rate is a painful step back for a county that has tried in recent years to diversify its economy and attract new, high-technology businesses to the area. Known as "Hub City," Hagerstown has been at the center of a regional economy for years, with its highway connections and rail lines offering trucking and distribution companies easy access.

But over the past three years, the weakening economy has bled the Hagerstown area of jobs, mainly related to construction and manufacturing. In 2006, Washington County's unemployment rate averaged about 4.4 percent. In June, it stood at more than 10 percent and has been as high as nearly 12 percent this year, while the state's hovers just above 7 percent.

And just this past week, the county was reeling from news that two employers — a Northrop Grumman airplane maintenance facility and auto parts maker Kongsberg Automotive — plan to close, putting more than 100 people out of work…. www.baltimoresun.com/business/bs-bz-western-maryland-layoffs-20100808,0,6561796.story

Our hearts and prayers go out to Del. LeRoy E. Myers Jr., and his family upon learning the terrible news that his 23 year-old son has died in a motorcycle accident.

The son of Del. LeRoy E. Myers of Clear Spring was killed Thursday night in a motorcycle accident on Md. 63, according to Maryland State Police.

Ryan Andrew Myers, 23, was northbound on Williamsport Pike when his motorcycle entered the path of a tractor-trailer at 5:37 p.m., according to police.

Myers, R-Allegany/Washington, learned of his son’s death while in Annapolis and was escorted to Washington County by Maryland State Police. For the latest information, go to

The former Allegheny Energy headquarters on Downsville Pike has been purchased by a university based in India. Vinayaka Missions America University Inc. bought the building and will open their first university campus in the United States there, officials from the university announced at a press conference Tuesday. The university plans to offer credit and non-credit courses, including a nursing program. Officials said they plan to start with bachelor degree programs before expanding to masters and doctorate programs.

A week or so ago, on February 21st, 2007, a colleague was named Washington County Administrator.

This public acknowledgment is somewhat belated, however, I’d like to publicly congratulate former Director of the Department of Water Quality Gregory B. Murray, for his selection as Washington County Maryland Administrator.

I had the pleasure and honor of working with County Administrator Murray on the Bay Restoration Fund Committee and I was quite impressed. Not only does he have a keen mind and is technological proficient, he is pragmatic, methodical, and well versed in environmental issues.

He will do Washington County a super job.

Below please find the news release from when he was selected and when he was officially appointed.

After careful consideration of several highly qualified candidates, on Tuesday, February 20th, the Washington County Board of County Commissioners selected Gregory B. Murray, Director of the Department of Water Quality (DWQ), as the new Washington County Administrator.

The Commissioners cited Murray's 24 years of public administration and his leadership role over the County’s $205 million in Water Quality Department assets during his 10 years as DWQ Director. His Management and Public Administration experience includes budgeting, personnel, facility management, design and design review, regulatory compliance, project management, system evaluation, training, computer system and technology implementation, governmental operations and interaction with the public.

The Commissioners said Murray has an extensive knowledge of the County’s infrastructure needs, planning and regulatory issues, and shares a good working relationship all of the County’s departments, with community organizations and businesses, and with the County's nine municipalities.

He has authored regulations for State approval, local codes and ordinances, safety policies and rate studies and is a contributor to a nationally distributed Manual of Practice.

Originally employed by the Washington County Sanitary District as the Laboratory Director in 1983, Murray was WCSD Supervisor of Facilities from 1989-1994, served as Director of Utilities and Public Works for the Town of Hancock from 1994-97, prior to being employed as Director of Washington County's Water and Sewer Operations in 1997. The department's name was changed in 2003 to come in line with environmental regulations.

Under his direction, DWQ was one of the first such departments in Maryland to institute wireless remote technology for control of pumping stations. Electronic payment of water and sewer bills was also put into place during his term as Director.

He worked with the Governor's Office and the Local Delegation to the Maryland General Assembly on Senate Bill 320, the Chesapeake Bay Restoration Act, and was appointed by Governor Robert Ehrlich to the Bay Restoration Fund Advisory Committee. He has worked closely with Environmental Protection Administration and the Maryland Department of the Environment to improve the quality of wastewater processed by all County treatment facilities and ensure the quality of water supplied to customers on the County system.

Environmental Licenses held by Murray include Class 4 Water Treatment and Water Superintendent, Class 5 Wastewater Treatment and Wastewater Superintendent, Distribution System, Distribution Superintendent, Class 2 Collection System, Class 2 Collection Superintendent and Maryland State Sediment Control Inspector.

Murray has been commended on numerous occasions over his 10-year Directorship for helping reduce water and wastewater treatment costs through innovative practices and techniques. In 2005 he wrote a state grant that brought $6.5 million to the County for Biological Nutrient Removal upgrades to the wastewater treatment system as part of the Chesapeake Bay project. He was instrumental in closing of the outdated Nicodemus treatment plant, which saved millions in retrofitting costs for that outmoded facility.

He takes the reins from Rodney M. Shoop, who has served as County Administrator since 1995. Shoop announced his retirement in September of 2006.

The Board will officially appoint Greg Murray to his new role as County Administrator at its next scheduled meeting.

A native of Washington County, he currently resides with his family in the Smithsburg area.

APPOINTMENT OF COUNTY ADMINISTRATOR

The Washington County Board of County Commissioners officially appointed Gregory B. Murray as County Administrator. Murray, 46, has been the Director of the Department of Water Quality for ten years and brings 24 years of public administration and leadership to his new role as County Administrator. His Management and Public Administration experience includes budgeting, personnel, facility management, design and design review, regulatory compliance, project management, system evaluation, training, computer system and technology implementation, governmental operations including prior service with municipal government as Public Works Director and interaction with the public. He graduated from Heritage Academy, Hagerstown Junior College and also graduated with Summa cum laude honors from American Intercontinental University with a Bachelor of Business Administration degree. He is currently enrolled in the Masters of Public Administration program of the University of Baltimore. He is a member of the American Society of Public Administration, the American Public Works Association, the County Engineers Association of Maryland, the American Water Works Association, the Water Environment Federation and the Maryland Association of Municipal Wastewater Agencies. He serves on numerous boards and commissions at the state and local kevel. He holds a number of environmental licenses including Class 2,4, and 5 Wastewater Treatment and Superintendent licenses. In 2006 he was selected by the Ministry of Personnel of the Peoples Republic of China (PRC), along with State Administration Foreign Affairs Experts to represent Washington County and the environmental community as an international expert for exchange of technologies and ideas with the public and private sectors in Shandiong Province, PRC. A native of Washington County, Greg currently resides with his family in the Smithsburg area. Murray thanked the County for affording him educational opportunities and said he pledged to "work hard to make Washington County a better place to live, work and play."

On February 16, it became official that a longstanding friend of Gov. Robert L. Ehrlich, Jr., conservative Western Maryland Democratic Del. Kevin Kelly, would not have his name submitted to fill the judicial vacancy of the District Court of Maryland for Allegany County.

In the political arena where disappointment is frequently greeted by silence and friends who stare at the floor, folks often don’t heed what Martin Luther King once said: “In the end, we will remember not the words of our enemies, but the silence of our friends.”

Many Tentacle readers are aware of the hard work of Delegate Kelly and were disappointed to learn that he was not to be referred to in the future as Judge Kelly.

As a newly minted elected municipal official in the late 1990s, I have fond memories of those folks who were friendly and helpful as I tried to unravel the byzantine rituals of the Maryland General Assembly. Perhaps, first among equals in that helpful group was Delegate Kelly.

Most members of the Frederick and Carroll County delegations were very supportive.

Several of the other names that quickly come to mind when I think of friendly folks who went out of their way to lend a hand were: Del. Brian R. Moe (D., Anne Arundel/PG); Del. Bennett Bozman (D., Wicomico/Worcester); Del. Norman H. Conway (D., Wicomico/Worcester); Sen. Donald F. Munson (R., Washington); then-Del. Charles McClenahan (R., Somerset, Wicomico & Worchester); and Judge Paul G. Goetzke, then Annapolis city attorney.

Always quick with a smile and a joke, Delegate Kelly went out of his way on several occasions to help when I barely knew the difference between the House Environmental Matters and Economic Matters Committees.

Many had lost track of this current sideshow, since the judicial vacancy for the District Court of Maryland for Allegany County has been unfilled since the fall of 2004. It was announced last Friday that Delegate Kelly was passed over for H. Jack Price, Jr., the city solicitor for the mayor and city council of Cumberland since 1990.

Gov. Robert L. Ehrlich Jr. has filled the longest judicial vacancy on a district court in Maryland, but not with a friend from the General Assembly who wanted the position.

The governor has named H. Jack Price, solicitor for the city of Cumberland since 1990 and a private practice lawyer, to a seat on the Allegany County District Court.

Price, 50, fills a vacancy created when Judge Paul J. Stakem announced his retirement in 2004.

Kelly submitted his name to a nominating panel but was found not qualified for the position. After meeting in December 2004, the panel submitted three names to the governor, but Ehrlich waited until yesterday before announcing the selection.

Meanwhile, criminal cases backed up in the district court - to the consternation of many courthouse veterans.

Politics fills space around judicial vacancy

Criminal cases are piling up in Allegany County, where a political standoff has left the District Court operating with one full-time judge since late last year.


Gov. Robert L. Ehrlich Jr., who selects judges, was given the names of three candidates for the county's judicial vacancy by a nominating panel in December. But nine months later, he has yet to interview any of the finalists. As a result, Allegany County now has the longest-standing judicial vacancy in the state.


Some Republican leaders and court officials in Western Maryland say the holdup isn't because of who was nominated but who was not. The list does not include the name of Kevin Kelly, a Democratic state delegate from Allegany County and a longtime Ehrlich friend. Kelly applied for the position, but his candidacy was rejected by the panel.

John N. Bambacus, a former Republican state senator who teaches political science at Frostburg State University, called the District Court situation "a circus."

The episode provides a glimpse into the often-hidden world of judicial politics. On one side is a local power structure that has coalesced around a favored candidate. On the other is a first-term governor who does not back away from fights and rarely demonstrates a taste for compromising or deal-making.


Stuck in the middle are the users of the court system in Allegany County. The criminal docket is being scheduled into January, when normally cases would be heard in November, court officials say.


"The governor's first responsibility is to serve justice, not his friends," said Del. Kumar P. Barve, the House majority leader from Montgomery County. "He needs to appoint someone qualified very quickly. If he's delaying appointing somebody because he wants Kevin to be a judge, that's wrong. I can't think of any other reason why he hasn't appointed somebody by now."
